HSEP 5220 - Legal Foundations for Homeland Security Students will develop an understanding of the U.S. government, particularly on the constitutional separation of powers and the impact of federalism. The concept of emergency response being led at the lowest possible level will be discussed in terms of the legal relations between federal (including military), state, local, l government as well as business. Partisan politics and their impact on homeland security and emergency preparedness will also be discussed. (4 credits)
